OPERATIONS MANAGER – STAFFING & RECRUITING OPERATIONS

Location: Cumming / Alpharetta / North Atlanta

Schedule: Full-time, On-site

POSITION SUMMARY

The Operations Manager is the backbone of the staffing office. This role is responsible for managing day-to-day recruiting operations, ensuring fulfillment of client orders, driving process consistency, and overseeing the internal team. The ideal candidate has prior staffing agency operations experience, thrives in a fast-paced environment, and can immediately stabilize the office by implementing structure, process discipline, and performance accountability.

This leader will ensure the office hits KPIs, delivers consistent quality to clients, and has a strong recruiting engine that can scale.

KEY RESPONSIBILITIES

1. Operations Leadership

  • Manage daily operations of the staffing office, including recruiting workflow, order prioritization, and fulfillment activities.
  • Ensure consistent use of ATS, CRM, and all reporting tools.
  • Streamline and document all SOPs (order intake, candidate screening, onboarding, timesheets, client communication).
  • Maintain weekly scorecards and enforce KPI disciplines across the team.

2. Recruiting & Fulfillment Ownership

  • Oversee all job orders and ensure roles are filled with speed, quality, and compliance.
  • Lead daily huddles with recruiters to assign roles, review pipelines, and troubleshoot bottlenecks.
  • Ensure compliance with background checks, onboarding docs, and client-specific requirements.
  • Step in as a hands-on recruiter when needed to ensure high fill rates.

3. Client Support & Retention

  • Partner with the owner to maintain strong relationships with existing clients.
  • Troubleshoot issues related to candidate performance, attendance, onboarding, or client complaints.
  • Assist with client audits, reporting, weekly check-ins, and forecasting.

4. Team Management & Development

  • Train, coach, and develop Recruiters, Recruiting Assistants, and Staffing Coordinators.
  • Conduct performance reviews, deliver coaching, and manage accountability plans.
  • Participate in hiring decisions for internal roles.

5. Metrics, Reporting, & Process Discipline

  • Track weekly productivity KPIs including:
    • Submittals per recruiter
    • Interviews scheduled
    • Fill rate
    • Time-to-fill
    • Gross margin per placement
    • On-time starts & attendance
  • Conduct weekly review with owner to report office performance.
  • Identify gaps and implement corrective strategies.

6. Compliance & Quality

  • Ensure all placements meet company, legal, and client compliance standards.
  • Maintain accurate candidate files, I-9s, new hire paperwork, and onboarding records.
  • Monitor weekly payroll accuracy and client billing alignment.

QUALIFICATIONS

Required

  • 3+ years of experience in staffing operations (agency/firm required).
  • Proven experience managing recruiting workflows, job order fulfillment, and internal staff.
  • Strong knowledge of employment laws, I-9 compliance, onboarding, and staffing best practices.
  • Strong organizational skills with the ability to maintain structure in a fast-paced environment.
  • Ability to lead with both empathy and accountability.

Preferred

  • Experience with light industrial, administrative, or high-volume staffing.
  • Prior experience in a franchise staffing system (bonus).
  • Experience managing client communication and escalations.
