Perform extensive reviews to verify accuracy of transactions. Monitor expenditure rates and use of budgeted funds through dialogue with management, review of documentation, and record examination. Assist in updating the IJC by studying, analyzing, and interpreting Department of State and U.S. government statutes, rules, and regulations to align with program objectives. Review the Department of State financial systems for the IJC regularly and report irregularities or anti-deficiency issues to the U.S. Section Secretary. Reconcile IJC’s financial data with DOS systems to ensure accuracy and report discrepancies. Provide timely funding status reports to the U.S. Section Secretary and IJC staff. Advise managers on funding amounts, types, and usage timelines. Analyze and report on budget trends and expenditures. Assist with IJC’s budget formulation, presentation, and execution. Provide guidance on budget execution, prepare schedules, justifications, and reports for the IJC, Office of the Comptroller, and OMB. Help prepare budget submissions responding to RM/BP requirements. Obtain technical guidance from IJC staff where needed. Develop financial and outlay plans in collaboration with senior management. Manage the total accounting program, including obligations, liquidations, and adjustments of funds. Review weekly and monthly funds status reports, obligations, and quarterly expenditure reports. Familiarity with GBI and GFMS is required. Generate tailored GBI reports and prepare spreadsheets for management updates. Develop budget information on U.S. Section expenditures for the Great Lakes Regional Office (GLRO) in Windsor, Ontario, which is funded by both U.S. and Canadian governments. Assist in creating accurate accounting and budget charts for U.S. expenditures, used in budget processes, annual reports, and dissemination to relevant authorities. Skills: Knowledge of financial management principles, accounting, and U.S. federal government financial laws and regulations. Experience in data review, verification, and analysis for financial and program objectives. Familiarity with Department of State financial systems such as BFPS, IBIS, GFMS, and GBI. Ability to run reports, analyze funds status, and review financial data. Knowledge of recording function and budget codes in financial systems. Proficiency in preparing Excel spreadsheets and reviewing financial data. Strong oral and written communication skills. Qualifications: Bachelor’s degree from an accredited institution in any major. At least 24 semester hours in fields such as accounting, finance, economics, or related areas. Preferred Qualifications: Prior U.S. government accounting and budget officer experience is preferred.
