Western Door Federal is seeking a Environmental Policy Analyst, Restoration and Munitions Office, in Arlington, VA. The objective of this work is to assist the Director for Restoration and the Director for Munitions and Chemical Matters with ensuring environmental responses are occurring at Reserve, Base Realignment and Closure installations and Formerly Used Defense Sites known or suspected to contain environmental contamination and or DoD military munitions in compliance with applicable environmental laws and regulations and DoD and Army policy.

Responsibilities include, but are not limited to :

Restoration:

• Provide technical, management and advisory assistance to include development of draft policies and strategies that address environmental restoration issues that may have a future impact on the Army. Specific duties may include development and presentation of information appropriate for decision makers; program and data analysis and development of products (e.g., briefings, issue papers) for DASA (ESOH)'s use; review and comments on documents and reports; preparation of meeting materials (e.g., agendas, attendance records, and meeting minutes); coordinating documents and preparing final drafts for review
• Provide support in mapping the cleanup strategic plan by ensuring the plan aligns with the Army budget, goals and that the plan also provides accountability and program effectiveness.
• Help identify environmental cleanup trends defined and required by Congress, regulatory agencies and public interest groups.
• Assist in monitoring environmental legislation originating from Congress or a state, to assess the potential impact to the Army and provide Army leadership recommendations to issue proactive policies to meet future environmental challenges.
• Help analyze future environmental cleanup challenges, and opportunities for Army programs and provide policy makers with approaches to develop an Army environmental investment strategy and recommendations on policies that address systemic environmental problems.
• Assist in preparation of strategies and implementation of alternatives for the Army compliance with existing, proposed or new environmental regulations, laws, treaty requirements, Memoranda of Understanding (MOU), Memoranda of Agreement (MOA) programs and other relevant initiatives.

Munitions and Chemical Matters:

• Assist in conducting programmatic assessments and periodic reviews of the Army's 3Rs Explosives Safety Education Program and in preparing or updating general and targeted 3Rs material. The assessment should consider the value of the 3Rs Explosives Safety Education Program as a risk reduction tool for the Army's Military Munitions Response Program (MMRP) and other Army activities such as the Army Explosives Safety Management Program (ESMP) and the Army Sustainment Program (ASP).
• Provide support for matters related to the life-cycle management of munitions both conventional and chemical, explosives and chemical agent safety, munitions responses (restoration or cleanup), munitions emergencies, munitions transportation safety and related efforts (e.g. operational range operations, range clearance and modernization) in a Project Manager/Senior Environmental Analyst or equivalent position.
• Monitor, review, and, as necessary, assemble historical reference materials relevant to the restoration or cleanup of munitions operating facilities and munitions response sites, including chemical warfare material sites; and DoD support to accidents and incidents involving the transport of DoD military munitions. These materials, which may be up to a classification level of Secret, will be primarily located in the digital library maintained for the Munitions and Chemical Matters Directorate and in the Explosive Ordnance Disposal Information Management System (EODIMS).
• Assist in reviews of current Army environmental, health and safety policies and procedures to include Low Level Radioactive Waste (LLRW) and advise the OASA (IE&E) of their effectiveness and recommend revisions as appropriate.

Qualifications:

• Expertise in life-cycle munitions management; explosives and chemical safety, including transportation munitions safety; munitions emergencies required to review proposed Army Regulations, Technical Publications and Instructions, against DoD policy and applicable laws and regulations and be able to recommend revisions to correct or improve the proposed policies.
• Knowledge and a minimum of four (4) years demonstrated (actual) experience with Army environmental programs, restoration-related programs, environmental response cleanup procedures and techniques, and sustainable programs.
• Knowledge and a demonstrated (actual) ability to staff and coordinate actions within the Army Secretariat. No certifications required.
• Knowledge and a minimum of four (4) years demonstrated experience with DoD, preferably Army, Decision Documents and Records of Decision, including understanding the requirements related to the Defense Environmental Restoration Program (DERP)/ Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) land use controls.
• Knowledge and at a minimum of two (2) years demonstrated (actual) experience in life cycle management of munitions. Experience and familiarity in areas related to explosives safety and munitions management, including environmental, munitions, and chemical munitions responses; munitions emergencies; munitions transportation safety; and risk management.
• Knowledge, experience or a demonstrated ability to staff and coordinate actions with the Office of the Secretary of Defense (OSD), the Army Secretariat and Staff, the other military Services, and Federal and state entities.
• Must possess and maintain a Secret Clearance due to Contractor tasks requiring access to classified materials about Army installations and munitions related records and databases
