Environmental Compliance Specialist

Terra-Gen is a leading and growing developer, owner, and operator of utility-scale renewable energy projectsincluding battery energy storage systems (BESS), wind farms, solar PV facilities, and high-voltage transmission infrastructure. We are seeking a self-starter Environmental Compliance Specialist to oversee environmental compliance in support of Terra-Gen operations complying with federal, state and local environmental laws, regulations and permits conditions. This individual executes our environmental programs, represents the EHS team during agency facility inspections and performs inspections to verify environmental compliance at operational sites.

The position works cross functionally with Operations, Health & Safety and Construction. The ideal person is dependable, self-motivated, organized, takes direction and complete tasks in a thorough and efficient manner, and only requires general supervision in order to successfully execute environmental compliance programs.

This role is a full-time and hybrid position, working part-time remotely (from home) and making regular day trips to the facilities in Kern, San Bernardino, Riverside, and Los Angeles Counties to conduct compliance activities. The individual needs to be located within driving distance to each of the facilities to be accessible for the required regular day trips to the facilities. The role has occasional travel to additional sites in Texas, and New York. Estimated travel requirement is up to 50%.

Essential Duties And Responsibilities (Other duties may be assigned as needed)

• Implement and monitor company-wide environmental compliance programs with a focus in air pollution control, hazardous materials management, hazardous and universal waste management, water quality and stormwater management, and spill prevention
• Manage hazardous materials inventories and waste management programs utilizing California Environmental Reporting System (CERS), hazardous materials business plans (HMBPs), hazardous materials release response plans, hazardous waste generator forms, annual reporting and maintaining related documents
• Maintain SPCCs and perform required inspections as required in the plans. Initiate reviews and updates when required
• Serve as the liaison or assistant liaison officer, providing on-call support and assisting with response efforts during facility emergencies or incidents
• Compile data and prepare associated/required compliance submissions and reports for regulatory agencies
• Set compliance review cadence and perform compliance reviews and field inspections/audits to ensure programs are effective
• Review and summarize facility and equipment operating permits and associated permit conditions
• Maintain environmental training programs, determine environmental compliance needs for company and personnel
• Develop and deliver employee training in company standards and procedures to remain compliant with regulations
• Responsible for environmental new hire orientation
• Identify potential compliance concerns; develop and implement corrective action plans for long-lasting effective solutions Liaise with the EHS, Operations, and Construction teams to ensure compliance with all environmental regulations and associated permit requirements providing guidance, interpretation, and support to maintain compliance
• Provide easy-to-understand guidance as it applies to the construction and operations of the associated facilities
• Lead planning, coordinating, and participating in Incident Command System (ICS) and emergency/incident response trainings, tabletop exercises, and drills
• Determine and monitor compliance schedules, calendars, and compliance matrices to meet compliance deadlines and make transparent to operations
• Review cost budgets, invoices, work plans, and execution strategies for the environmental compliance responsibilities
• Maintain compliance records and regulatory files in sync with established electronic and paper copy recordkeeping organization and structure
• Manage multiple projects, tasks, and deadlines
• Prepare environmental permit applications and compliance plans
• Other duties as assigned

Minimum Requirements

• At least 3 years of environmental compliance experience and must be recent and relevant to this position. Preferred experience in the renewables industry
• Knowledge of federal, state, and local environmental regulatory agency laws, regulations, and permitting requirements
• Detailed knowledge of Erosion and Sediment Control and Stormwater regulations, compliance strategies and environmental engineering
• Experience in performing and participating in environmental inspections and/or audits
• Knowledge and applied experience with Certified Unified Program Agency (CUPA) programs, hazardous materials inventories, and hazardous waste programs
• Knowledge and applied experience with USEPA's Spill Prevention Control and Countermeasure (SPCC) Rule and required SPCC Rule elements
• Knowledge and applied experience planning for and conducting federal, state and local regulatory agency inspections and internal inspections
• Able to accurately compile and submit reports to regulatory agencies
• Computer skills with Microsoft Office Suite, including Word, Excel, SharePoint, Teams
• Highly organized with the ability to prioritize and delegate
• Demonstrated ability to work efficiently and independently, self-starter
• Ability to lead their responsibilities and work in a collaborative environment
• Ability to work under pressure and meet timelines
• Conscientious and detail-oriented with demonstrated accuracy and attention to detail
• Good judgment and sound decision-making skills
• Adherence to Terra-Gen safety rules and performance expectations
• Individuals must be able to perform all the duties and responsibilities listed in a fully competent manner to be considered successful in the job

Education and/or Experience, Knowledge

• Associates, Bachelors Degree or equivalent experience
• Knowledge of compliance including USDOT, SPCC, USEPA, CalEPA, DTSC, CARB, water quality (state and jurisdictional) air quality (state and jurisdictional), T&E species, USFW, CDFW, and Historical Resources
• Environmental compliance experience in California (preferred)
• Experience with HazMat Standards (preferred)
• Knowledge and applied experience in incident reporting and emergency response (preferred)
• Knowledge of renewable energy facilities (preferred)

Certificates, Licenses, Registrations

• Valid CA drivers license with excellent driving record (required)
• Certifications in other environmental compliance programs (i.e. QSP, HAZWOPER, etc.) (preferred)

Physical Demands

• Ability to comfortably lift 50 lbs
• Personal vehicle may be needed for regular field visits (Mileage reimbursements based on the current federal mileage rate)

Work Environment

• Ability to conduct field work in challenging terrain and/or during inclement weather, often independently
