Engineering Planner III

Hourly Wage: $41.81/Regular/Full -Time
Engineering Planner III will be responsible for the development and oversight of strategic resource conservation plans, environmental compliance (NEPA permitting) for funding contracts and subcontracts, and regional planning and coordination with partnering local, state, and federal agencies. The Engineering Program Manager assigns the planning emphasis topic (transportation, irrigation, or other regional planning activities). The planner will coordinate with the program administration and technical staff to develop and assist in the oversight of funding contract scopes of work, schedules, and budgets. The engineering planner will lead the coordination of public engagement efforts. The incumbent is expected to demonstrate strategic technical leadership, influence, and expertise to maximize the effective use of Yakama Nation Program resources.
Examples of Work Performed:
Through coordination with program administration and technical staff, develop and manage task/project proposals (Statements of Work (SOW), schedules, and budgets) for funding contracts and grants.
Coordinate and oversee NEPA environmental compliance, including leading, reviewing, and providing input on federal actions through the NEPA process, federal consultations, and permits.
Plan and implement strategic resource initiatives and update the strategic plans (Transportation Related: Transportation Improvement Plan [TIP], Long Range Transportation Plan [LRTP], Transportation Safety Plans, Road Inventory Field Data System [RIFDS], etc.; Irrigation Related: Wapato Irrigation Project Modernization Plan, WIP Conservation Plan, etc.).
Engage, participate, and coordinate with federal, state, and local agencies and planning committees regarding program priorities.
Organize and facilitate public meetings and prepare public announcements.
Utilize Geographic Information Systems (GIS) to collect data, perform analyses, and produce technical reports and maps.
Prepare programmatic reports and maintain accurate documentation.
Prepare scientific or technical reports and presentations.
Review, interpret, and development of civil engineering plans.
Write funding proposals and develop contracts for resource conservation and compliance projects.
Maintain project records in both paper and electronic formats.
Supervise scientific or technical personnel as assigned.
Perform all other job-related duties as assigned.
Knowledge, Skills and Abilities:
Possess 10+ years of experience in natural resources management.
Knowledge of established Yakama Nation procedures, methods, and regulations for the development of plans and construction projects.
Knowledge of the traditions, culture, and natural resource policies of the Yakama Nation.
Knowledge of Tribal land use, real estate policies, and regional planning, including the acquisition of rights-of-way and easements on fee and trust land.
Knowledge of Federal Environmental Regulations and Permitting.
Knowledge of government-to-government relations between the Yakama Nation and the U.S. government, particularly in the administration of government-to-government agreements and tribal self-determination contracts under Public Law 93-638.
Skill in the operation and use of computers, including hardware and software (including but not limited to GIS, CAD, Microsoft Word, Excel, PowerPoint, and Outlook), data management, smartphones, digital cameras, and other electronic equipment as needed.
Skill to create and sustain effective relationships and communication with coworkers, diverse community members, partners, and organizations while being sensitive to Yakama Nation culture and values.
Skill in summarizing and simplifying complex technical subject matter without acronyms or obscure terms.
Skill in the review, interpretation, and development of civil engineering plans.
Skill in speaking and writing clearly, persuasively, and effectively, writing technical reports, memorandums, and making presentations.
Skills in writing contracts and contributing to grant proposals.
Skill in multi-tasking, establishing priorities, and organizing workload effectively and efficiently to accommodate numerous deadlines.
Skill in facilitating groups for conducting community outreach.
Ability to maintain excellent time and attendance to meet program goals and objectives and meet scheduled deadlines.
Ability to work independently, with little or no supervision, and able to work in multiple teams.
Ability to plan and attend various events and meetings which may occur during work hours, and/or evenings or weekends.
Ability to travel for meetings, training, and conferences up to two weeks a month.
Ability to perform construction management duties.
Minimum Requirements:
Bachelor's degree in Environmental Science/Regional Planning/Transportation Planning (or Natural Resources related field).
Ten years of experience in Planning/Natural Resources Management.
Required to pass a pre-employment drug test.
Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.
Preferred Requirements:
Master's degree in Environmental Science/Regional Planning/Transportation Planning (or Natural Resources related field).
Enrolled Yakama Preference, but all qualified applicants are encouraged to apply
